What critical components and effective practices have been identified in the current literature as it relates to implementing Standards Based Accountability Systems for preschoolers with and without disabilities?

For preschool children with and without disabilities, what are the perceptions of the early childhood field (national experts, state and local administrators, practitioners and families) about:

  • Appropriate practices within Standards Based Accountability Systems?
  • The value of a Preschool Standards Based Accountability System?
  • How young children should be assessed for accountability purposes?
  • The relationship between Recommended Practices, Developmentally Appropriate Practices and Preschool Standards Based Accountability Systems?

How are states currently including pre-kindergarten programs for children with and without disabilities in their Standards Based Accountability System (SBAS)? Specifically,

  • How was the system developed?
  • How is accountability defined?
  • How is the SBAS being used?
  • What standards have been identified?
  • What assignment strategies / tools are being used?
  • How does the system differ for preschool populations versus K-12?
