Alliance for Systems Change
ASC consists of the Mid-South Regional Resource Center (MSRRC) and other
projects funded to assist states in improving education and related programs
serving children and youth with disabilities and their families. States served
by the MSRRC include: Delaware, Kentucky, Maryland, North Carolina, South
Carolina, Tennessee, Virginia, West Virginia and the District of Columbia.

Technical Assistance Enhancement Grant - District of Columbia:
Through this federally funded grant (11/1/01- 10/30/03), ASC is:
helping the DC Public Schools work with its state advisory panel to refine its state improvement plans, helping the DC Public Schools and DC Early Intervention Program refine their child find system and helping the early intervention program develop an integrated data system Funding: $278,177 (100%) U.S. Department of Education

Technical Assistance Enhancement Grant - South Carolina:
Through this federally funded grant (11/1/01- 10/30/03), ASC is helping South Carolina's Department of Education and Department of Health and Environmental Control and PRO-Parents, develop training and technical assistance teams to address:
- Individualized Family Service Plans, procedural safeguards, and early childhood transition;
- disproportionate referral and identification rates in under-represented populations; and
- unclear data and lack of strategies to address parent knowledge of, involvement in, and satisfaction with special education services, related services, and early intervention services.

Technical Assistance Enhancement Grant - Virginia:
Through this federally funded grant (11/1/01- 10/30/03), ASC is helping the Virginia's Department of Education and Department of Mental Health, Mental Retardation and Substance Abuse Services:
- Develop, pilot-test and install evaluation approaches for both Part B and Part C
- Enhance the linkages across Part B and Part C, and
- Increase staff capacity to integrate the performance measurement and evaluation approach into ongoing operations.

Kentucky Data Management Project
Through this state funded contract (2/18/02-6/14/02), ASC is:
Assisting the Division of Exceptional Children’s Services within Kentucky’s Department of Education, in collecting and analyzing data for their:
State Improvement Grant (SIG),
State Improvement Plan (SIP), an
Continuous Improvement Monitoring Process (CIMP).
This effort will allow the Kentucky Department of Education and related stakeholders to more accurately evaluate existing federal special education initiatives in order to make more informed decisions. This should result in better opportunities for students with disabilities in Kentucky.

ASC staff are available to work with those who are interested in high quality education and early intervention services and supports to children and youth birth through 21 and their families.
