Alternate Assessment Design and Implementation
ILSSA designed the first Alternate Assessment on Alternate Achievement Standards in the country for Kentucky. Since that time we have consulted with or acted as a vendor to over 25 states, territories and the Department of Defense. Our staff can help with the design and implementation of the annual alternate assessment on alternate achievement standards (1% assessments). We work as a vendor to a state or in partnership with other vendors for the annual testing.
We have experience in designing portfolio, performance event and checklist systems. We have the capacity to do all activities associated with developing and developing your annual accountability system. We believe in working with your state staff, understanding your policies and principles to help you design a system that meets your state’s unique needs. Our development process has been widely adopted nationally and provides a logical sequential process for development of alternate assessments including:
- Developing guiding principles aligned with the goals of a state’s large scale assessment system
- Analyzing content standards and curriculum frameworks for accessibility by students with disabilities
- Creating participation guidelines
- Selecting assessment formats
- Developing communications plans
- Policy guidance and regulation services
- Scoring systems and procedures
- Training teachers on data collection and best practices for instructing low incidence populations
- Rangefinding and standard setting

Since its creation, ILSSA has provided consultation to 25 states and other agencies around issues regarding high quality alternate assessments. ILSSA uses a custom design process and is committed to building capacity within each state.
