1.  To determine the quality of IEP development, the quality of instructional strategies, and the level of other program quality indicators for educating students with deafblindness.

2.  To determine the extent to which alternate assessment scores for students with deaf-blindness compare with other indices of best practices, such as the quality of the IEP and program quality indicators.

3.  To determine if instructional strategies vary based on whether a student is  included in a large scale assessment that particular year.

4.  What impact does the number of alternate portfolios developed and the amount of training on portfolio development and scoring have on actual assessment scores?
