Abstract: This digest summarizes information on the roles of the Federal Government, the family, and teachers in preparing young children with disabilities for school. Noted are relevant provisions of Public Law 99-457, the 1986 Amendments to the Education of the Handicapped Act (Part B), including development of Individualized Family Service Plans to aid in the transition from preschool to the general school setting. Parents are seen as teachers, partners, decision makers, and/or advocates. The important roles of both sending- and receiving-teachers in the transition process, the Capstone Transition Process, is briefly described, and the Capstone Transition Timeline of 15 steps is listed. Includes nine references. (DB)
